How to not auto-resize rows when using Underline

I really like the custom formatting that is used in the WST models and i'm adopting it for use throughout all of my models. The model templates all come with even row heights (size 12.00), even for rows that have underlines in them. However, if I were to hit ctrl + U to create the custom long-underline, the row automatically re-sizes to 15.00 height. Is there a way to get around that or do you basically have to manually re-size everything back to 12 when you're done?
